Silverlake is a suburban community of Columbus, Ohio, in which a burglar rapist has selected single women living in the city as his victims. He has made his plans and knows when he will strike and where. David Chandler, a rookie police officer, is able to identify when the criminal will strike, but he has no idea where. With everyone on the police department having a theory about the criminal, no one believes David knows anything more about the case than they do. David is forced to join forces with Sergeant William Romp, who is the only one with faith in the new officer. This is the story of how police agencies work to solve serious crimes and introduces the concept of crime prevention in the reduction of criminal activity. The focus of efforts to apprehend the criminal take a dark turn when the rapist selects David’s home and his own wife to be one of the victims in the crime wave. This is a story about good guys and bad guys. The good guys are good guys, and the bad guys are bad guys. Even with the seriousness of the crimes, humor is a tool used to show how police officers make mistakes and how those mistakes affect the community.

The story begins in a small provincial town in Russia, once the site of one of the palaces of the 16th-century Tsar, Ivan the Terrible. Mysterious murders occur there, and a strange symbol is drawn by one of the victims in his own blood. A local militia (police) officer, Major Mylnikov, investigates. A Moscow professor, Kuznetsov, who belongs to an underground political organization seeking the overthrow of the present Russian state and a return to the values of the golden age of Old Russia, and one of his associates, the murder victim, were trying to find books believed to have been in the library of Tsar Ivan’s palace. The site of the library is not known. They were hoping to find compromising material about the Russian Orthodox Church, which would prove that the Church’s version of its own and Russia’s history is false, and that the origins of Christianity in Russia and ancient Rus are far different from what is generally believed. The true history of this period, which ended in treachery and bloodshed, is the inspiration for their political philosophy. The symbol drawn in blood by the murder victim is theirs. Tamara, an attractive young language teacher, is also trying to find the library for reasons of her own. A connected sub-plot concerns Mylnikov’s investigation of drug-dealing gangs of Gypsies and Caucasians (Central Asians). His success in this case wins him the favor of the Minister and promotion to Lieutenant-Colonel.Another element of the plot is an American-based organization called the White International, which is trying to prevent the decline of Western civilization in the face of its Islamic and other enemies. It comes to know of Kuznetsov’s party and seeks an alliance with it.The Orthodox Church, represented by some of its bishops and a fanatical militant order of monks, the Orthodox Standard-Bearers, is trying to find the library first in order to destroy it. The murderer was Stupakov, one of the Standard-Bearers. These forces are also assisted by corrupt officers of the FSB (formerly the KGB). Criminals come to hear of it and they too are searching for the book, for purely mercenary motives. The Professor’s team finds the library first. Mylnikov and Tamara, with whom Mylnikov has become romantically involved, then arrive on the scene and decide to throw in their lot with the Professor. The enlarged team, still in the underground passage where the library is located, is then attacked there, first by the Orthodox fanatics and then by the criminals. Mylnikov, in shielding Tamara, is wounded, but survives. They manage to load the ancient manuscripts and books into a car, and set off to take them outside the country to publish them and reveal the truth. They are assisted en route by the White International. They are captured by the FSB in Ukraine, but are rescued by NATO special forces secretly assisting the White International. Later, they are caught again while trying to cross the Black Sea, this time by a criminal group hired by their enemies. Again the White International comes to the rescue with the aid of its NATO contacts, so that a Romanian naval vessel and a Special Forces squad are able to rescue them, and the opposing forces are finally defeated.The Professor, Mylnikov and Tamara reach Cyprus, where the Professor profitably publishes the books, revealing the truth. Tamara, still involved with Mylnikov, becomes a famous journalist on a popular TV channel in the USA. The Professor subsequently returns to Russia, where his political party comes into the open campaigns for power in Russia. Russia is now likely to become free and an integral part of Western civilization.
