More than eight years ago, Bill returned to his hometown, to spend his retirement years and enjoy the quality of life he'd remembered. He had just spent 25 years in a large Metropolitan Oregon County; the last 10 as the Sheriff.

In 1997, after battling chronic obstructive pulmonary disease for many years he became disabled with severe emphysema. He has devoted countless volunteer hours to a Pulmonary Rehabilitation Program, helping other patients learn to cope with lung disease. He is often used as a motivational speaker. His book offers an interesting balance of both a personal story and a useful resource for COPD treatment and rehabilitation information.
